The U.S. Fish & Wildlife Service calls November through April the best months for birding at Merritt Island National Wildlife Refuge, and early morning and late afternoon the best times of day. Those early mornings overlap with waterfowl hunting. During the hunt phases, which run November 21–29 and December 12 through January 31, hunting is allowed three days a week, and legal shooting hours start half an hour before sunrise and end at noon.
Lay that schedule next to the visitor center's hours and the week sorts itself out. Tuesday, Thursday and Friday are the days the refuge offers everything at once: the visitor center is open, the marsh carries no hunt schedule, and you're there in the months when winter waterfowl concentrations can top 100,000 birds.
The free days come before the hunt season
Two fee-free days fall before any waterfowl hunting starts, and both land on weekdays.
Theodore Roosevelt's birthday, Tuesday, October 27, 2026, is on the refuge's list of 2026 fee-free days. So is Veterans Day, Wednesday, November 11, 2026. On a normal day, entry costs $10 per vehicle for a Merritt Island Daily Pass, or $10 per person on foot or bike. You need a pass for Black Point Wildlife Drive, Bio Lab Road, and the boat ramps at Bair's Cove, Beacon 42 and Bio Lab.
October 27 is also a Tuesday, so the visitor center is open from 8:30 a.m. to 4 p.m. The Merritt Island Wildlife Association, the refuge's nonprofit partner, has a Halloween Family Fun Night that same evening at Intracoastal Brewing Company, from 4 to 8 p.m. (MIWA's events calendar). That makes it easy to drive Black Point at no charge in the late afternoon and head to the brewery when the refuge's light fades.
November 11 is a Wednesday, which becomes a hunt day later in the season. In 2026, though, it comes before the youth hunt on November 14 and the first regular phase starting November 21. That makes Veterans Day the last fee-free day on the refuge's 2026 list, and it falls before any hunting starts.
From November 21, the week splits in two
The refuge's 2026–2027 waterfowl hunting regulations, dated September 2026, set two phases. The first runs November 21–29, 2026. The second runs December 12, 2026, through January 31, 2027. Within those windows, hunting is allowed on Wednesdays, Saturdays and Sundays, plus Thanksgiving, Christmas and New Year's Day. Hunters may enter the refuge no earlier than 4 a.m., must stop shooting at noon, and must be off the refuge with their gear by 1 p.m.
The visitor center keeps its own schedule. It's open Tuesday through Saturday, 8:30 a.m. to 4 p.m., and closed Sunday, Monday, Thanksgiving, Christmas and New Year's Day. Here's how the two schedules line up across a week during the hunt phases:
| Day | Visitor center | Waterfowl hunting during the phases |
|---|---|---|
| Monday | Closed | No |
| Tuesday | Open 8:30–4 | No |
| Wednesday | Open 8:30–4 | Yes, shooting until noon |
| Thursday | Open 8:30–4, closed Thanksgiving | No, except Thanksgiving |
| Friday | Open 8:30–4, closed Christmas and New Year's Day | No, except Christmas and New Year's Day |
| Saturday | Open 8:30–4 | Yes, shooting until noon |
| Sunday | Closed | Yes, shooting until noon |
Wednesday and Saturday have both running at once. Sunday has hunting with the visitor center closed, and Monday has neither. That leaves Tuesday, Thursday and Friday as the full-service, hunt-free days. In-person pass sales run 8:30 a.m. to 3:30 p.m., Tuesday through Saturday. Daily, annual and foot/bicycle passes are also sold online through Recreation.gov, and the self-pay stations take exact change for daily passes.
Hunt days still leave the wildlife drive open
The regulations prohibit hunting-related access, boat launching and parking on Black Point Wildlife Drive, Playalinda Beach Road and Scrub Ridge Trail. Hunting is also banned within 150 yards of any paved road, and the Banana River is closed to hunting at all times.
Hunt days do change what you hear and who's out on the water. Hunting is permitted across about 36,000 acres, and the regulations say waterfowl gather in the open brackish waters of Mosquito Lagoon and in the freshwater-managed impoundments. The refuge's hunt-area map is labeled for the 2022–23 season, so its boundaries are best read as approximate. It puts Area 4 alongside Bio Lab Road and Black Point Wildlife Drive, Areas 2 and 3 to the north around Mosquito Lagoon, and Area 1 in the south near the Kennedy Space Center security zone.
That brings back the 1 p.m. deadline. FWS names late afternoon as one of the two best birding windows. On a Wednesday, Saturday or Sunday during the season, hunters have to be gone hours before that window opens. On those days, a 3 p.m. loop of Black Point fits the refuge's own birding advice better than a sunrise one.
The holidays put both schedules on the same day
The three winter holidays reverse the pattern. Thanksgiving falls on Thursday, November 26, 2026, inside the first phase. Christmas falls on Friday, December 25, and New Year's Day on Friday, January 1, 2027, both inside the second phase. All three are named hunt days, and the visitor center is closed on all three. A Thursday or Friday that would normally be a good weekday becomes the weakest version of the week, with morning shooting on the marsh and no visitor center.
If you're hosting family over the holidays and want to take them out to the refuge, the Wednesday before Thanksgiving is a hunt day too. That leaves Tuesday, November 24, or the Monday through Thursday of Christmas week, except Wednesday, for a hunt-free outing.
Launch nights are another schedule, and they're tentative
NASA can restrict access to refuge roads, the visitor center, boat ramps and other recreation areas during launch operations at Kennedy Space Center. The hunt regulations add that the refuge and KSC can close any part of the refuge for any length of time.
As of its October 8 update, Visit Space Coast's launch schedule listed a Vulcan launch carrying Amazon Leo (LV-01) on Wednesday, October 28, at 8 p.m., the day after the fee-free Tuesday. It also listed a Falcon 9 carrying the Cygnus NG-25 resupply mission on Sunday, November 29, at 7 p.m., the last day of the first hunt phase. Both are marked TBD, and the page warns that dates and times change. Both are evening launches, after the refuge closes at sunset. Any daytime access limits around them will come from NASA, not from the launch listing.
The annual pass pays for itself on the third visit
Based on the season above, a local who wants a weekday afternoon on Black Point every few weeks from November through April will spend more than $25 on day passes. The Merritt Island Annual Pass costs $25 per vehicle, or two and a half daily visits. A signed, current Federal Duck Stamp also costs $25, works at every national wildlife refuge, and stands in for the refuge pass from July 1 to June 30. If you're 62 or older, the $20 Annual Senior Pass costs less than either.
Fee-free days don't change the math much. October 27 and November 11 are the last two on the refuge's 2026 list, and both come before peak waterfowl season. Anyone planning to come back through the winter needs a pass by late November.
January brings the birders to the Space Coast
The season peaks with the Space Coast Birding & Wildlife Festival, now in its 28th year and scheduled for January 20–24, 2027. Its expo halls, presentations and keynotes will be at the Radisson Resort at the Port, 8701 Astronaut Blvd., in Cape Canaveral, with more than 50 exhibitors. Expo hall admission is free and open to the public. The festival's registration page said registration would open in late October 2026, so it may open around the time this post goes up.
The festival's Wednesday through Sunday run falls inside the second hunt phase. If you want a quiet morning on the marsh that week, Thursday, January 21, and Friday, January 22, are the hunt-free days.
The dates, in order
